Property Taxes and the Annual Cost of Holding Property in San Miguel de Allende
The municipal tax is small, exactly knowable and set out in a public statute. Almost everything else in the annual holding bill is either unpublished or quoted at you by someone with a motive, and this page separates the two.
Predial in San Miguel de Allende is charged on cadastral value, not market value, at marginal rates of 0.234 to 0.354 percent for built urban property. A cadastral value of five million pesos produces about 16,570 pesos a year, roughly 950 US dollars, before the 15 percent January discount.
The annual cost of owning property in San Miguel de Allende splits cleanly into two halves. One half is set out in a public statute, is exact to the centavo, and can be computed by anyone with the municipal revenue law and a calculator. The other half is unpublished, and every figure in circulation for it comes from a party with something to sell.
This page keeps the two apart. Where the law gives a number, we give the number and the article it comes from. Where nothing is published, we say so and explain what to ask for instead.
Predial is charged on a value you did not negotiate
Predial is the municipal property tax. In San Miguel de Allende it is set annually by the Ley de Ingresos para el Municipio de San Miguel de Allende, approved by the Guanajuato state congress. The 2026 law was published on 30 December 2025 and governs the whole fiscal year.
The critical mechanic is the base. Predial is charged on the valor fiscal, the cadastral value recorded by the municipal cadastre, and not on the price you paid. The tariff for urban property with buildings is progressive and marginal, set out in Article 4 fracción I.

The annual tax is the fixed quota for the bracket plus the marginal rate applied to the amount by which the cadastral value exceeds the bracket floor. There is a floor of 349.48 pesos a year, about 20 US dollars, where the tariff would otherwise produce less.
What the statute produces at real values
Applying the tariff arithmetic to representative cadastral values gives the following. These are computed from the statute, not quoted from any source, and the dollar figures use the European Central Bank reference rate of 17.4601 pesos to the dollar on 23 July 2026.

The effective rate converges towards 0.35 percent of cadastral value as value rises. It never reaches it.
As a cross-check, one secondary publisher reports that San Miguel de Allende owners typically pay between 5,000 and 25,000 pesos a year, with a realistic full range of 2,000 to more than 40,000 pesos. A local brokerage gives a lower range of 2,000 to 20,000 pesos. Both are consistent with the statutory arithmetic above. Neither is a measurement, and the dollar conversions those sources publish use exchange rates we could not reproduce, which is why we have recomputed our own.
The number nobody publishes
Every rate on this page applies to cadastral value. The ratio of cadastral value to market value in San Miguel de Allende is the single most important missing figure in the entire holding-cost picture, and we could not source it from any official or reliable secondary source. Without it, the statutory rates cannot honestly be converted into a percentage of what a buyer actually pays.
We are not going to estimate it. Anyone who tells you that predial in San Miguel de Allende is “about X percent of purchase price” is either quoting the statutory rate as though the base were the price, which it is not, or has made up a ratio.
There is a practical workaround, and it produces a real number rather than a guess. Ask the seller for the most recent predial receipt. It states the fiscal value for that specific property. Set it against the asking price and you have the ratio for the property you are actually buying, which is the only ratio that matters to you. Do this before you make an offer, not after.
The rates that catch large-lot buyers
Unbuilt land is taxed at roughly twice the built rate, on a flat basis that rises with lot size.

The law applies this same table to any property with less than 5 percent of its land area built on. A large parcel with a modest casita can therefore be assessed as vacant land. Suburban property with buildings is charged a flat 0.207 percent, and rustic property outside a population centre with agricultural, livestock, fishing or forestry aptitude is charged 0.18 percent.
We could not establish how the municipality treats condominium units specifically, nor how often the vacant-land penalty rate catches large-lot properties in areas such as Los Frailes or Atascadero in practice. If you are buying land or a large lot, put that question to the Tesorería Municipal in writing before you commit.
Discounts that exist, and two that do not
Article 49 of the 2026 law grants a 15 percent discount for paying the full annual amount within January and a 10 percent discount for paying within February. Taxpayers on the minimum quota are excluded from both.
That is the whole list. Regional coverage has reported an additional 5 percent discount in March and a further 25 percent for seniors and pensioners on presentation of identification. Neither appears in the statute. San Miguel de Allende does grant a 50 percent discount to seniors, pensioners and people with disabilities, but Article 57 places it on water services, not on predial. Treat the March and senior predial discounts as unsupported unless the municipality publishes a separate decree.
Regional press reports that 2026 is the fourth consecutive year without an increase in predial rates, with the municipality targeting more than 200 million pesos in predial collection for the year. Rates holding flat is not the same as bills holding flat. A cadastral revaluation raises the bill without touching the rate.
Paying it, and what happens if you do not
Predial is payable bimonthly at one sixth of the annual amount, or in full at the start of the year to capture the discount. Payment is to the Tesorería Municipal.
On non-payment, we have to stop. The surcharge regime, the point at which arrears become enforceable against the property, and the schedule of recargos are set out in state fiscal law that we have not verified against the primary text, and we publish no figures we have not read in the statute. What we can say is that predial is a charge tied to the property and its cadastral record, that the cadastral record is one of the three values from which the acquisition tax base is taken on any future sale, and that arrears are therefore a matter your notario will look at. Ask the Tesorería directly, or ask your notario to obtain a statement of account before you close.
The rest of the annual bill
The fideicomiso line that does not exist here
San Miguel de Allende sits outside the Restricted Zone defined in Article 27 fracción I of the Constitution and Article 2 fracción VI of the Ley de Inversión Extranjera. Foreign buyers take direct title. There is no bank trust and therefore no annual trustee fee. This is the largest single difference between the annual holding cost here and on the coast.

Two caveats on the right-hand column, because it is the flattering side of the comparison and we are not going to leave it unqualified. First, every dollar figure for trust set-up and annual trustee fees traces back to brokerages. No Mexican bank publishes its fideicomiso tariff in a form we could retrieve. Second, the 21,648.83 peso permit fee is taken from the Cámara de Diputados text of the Ley Federal de Derechos, but a second copy of the same law bearing the same reform date shows 13,175.56 pesos, and the sibling fee lines moved by a different proportion. We publish the Diputados figure because it is the authoritative text, and we flag the discrepancy because it is unresolved.
Condominium and homeowner association fees
We publish nothing here, because nothing is published. There is no fee schedule in the public record for any San Miguel de Allende development, including the branded product at the top of the market. Any monthly cuota you are quoted is a private figure specific to that development.
What to demand in writing before you commit: the current monthly or annual cuota, what it covers, the reserve fund balance, any special assessment levied or contemplated in the past three years, and the escritura constitutiva and reglamento interno. That last pair also determines whether the unit may be let short-term, which the state platform-lodging statute requires hosts to disclose but does not itself authorise.
Utilities
The only figures available are crowd-sourced. Numbeo puts basic utilities for an 85 square metre apartment at 757.11 pesos a month and unlimited broadband of 60 Mbps or faster at 736.00 pesos a month. The whole San Miguel de Allende dataset on that platform rests on 21 self-selected contributors, skewed towards foreign residents in higher-cost neighbourhoods. Use it as an order of magnitude and nothing more.
On infrastructure, the census is solid. INEGI’s 2020 count records electricity in 99.0 percent of occupied private dwellings in the municipality, piped water in 96.2 percent and drainage in 91.7 percent. Piped water measures connection, not quality or continuity. The aquifer beneath San Miguel de Allende is in documented decline, with groundwater falling by as much as three metres a year in places and arsenic and fluoride concentrations rising as the water table drops. For a property on well water rather than municipal supply, water quality is a due-diligence item with a real cost attached, and it is almost entirely absent from property marketing.
Insurance
We have no sourced figure for homeowner or property insurance in San Miguel de Allende, and none for title insurance or how commonly it is purchased. We publish neither. Obtain quotes.
One insurance obligation is statutory. Under Article 16 of Guanajuato’s platform-lodging law, a short-term rental host must carry civil liability insurance covering risks in the provision of lodging whenever a reservation is active. The statute permits the cover to be provided through the platform and specifies no minimum amount.
If you let the property
Letting converts the holding cost into something materially heavier. The municipal land-use permit for lodging use is 45,000 pesos per fiscal year under Article 24 fracción XIV, about 2,577 dollars, and a change of land use to lodging is a separate one-time charge of 11,248.64 pesos. Guanajuato’s state lodging tax is 4 percent of the consideration. And residential rental loses its IVA exemption the moment the property is let furnished: Article 20 fracción II of the value added tax law excludes furnished lettings and lodging use from the exemption, so 16 percent applies, irrespective of lease length. That is a statutory distinction, not an enforcement position.

The currency is the largest variable in the bill
Every line above is peso-denominated. Most foreign owners fund them from dollar or Canadian dollar income. The exchange rate is therefore not background detail; it is the biggest single mover of your annual cost, and it moves faster than the tax rate.
The peso appreciated close to 14 percent during 2025 and closed the year at approximately 18.00 to the dollar, described by the reporting outlet as its best performance since before 1994, though a second outlet puts the same year’s appreciation at nearly 16 percent. On 23 July 2026 the European Central Bank reference rate was 17.4601. A predial bill unchanged in pesos since the end of 2025 therefore costs about 3 percent more in dollars today. Across a longer window the effect is larger: a dollar income converting into pesos in early 2026 bought materially fewer pesos than the same income did in 2024, and one contemporaneous account put a 3,000 dollar monthly transfer that once yielded 60,000 pesos at roughly 51,000.
One trap to avoid, because it is common and it produces the wrong sign. Spot rates and annual average rates are different measures and cannot be mixed. The IRS yearly average for the Mexican peso is 18.330 for 2024 and 19.212 for 2025, which is to say the peso averaged weaker in 2025 than in 2024, the opposite direction to the spot move over the same year. Use spot for a payment you are making today and the annual average only where a tax filing calls for it.
Forecasts exist for where the peso goes next. We do not publish them as facts, and neither should anyone else.
Compared with the property you own now
This is the contrast most readers came for, and we are going to handle it honestly rather than dramatically.
We can tell you exactly what a San Miguel de Allende property pays in municipal property tax. A cadastral value of ten million pesos carries an annual predial of 34,270 pesos, about 1,963 dollars, or 29,130 pesos if paid in January, about 1,668 dollars. On top of that there is no annual trust fee, because the Restricted Zone rules that create one on the coast do not reach this municipality.
What we cannot do is publish an effective property tax rate for your county, state or province, because we have not sourced one and we do not publish figures we have not sourced. So do the comparison yourself, with a document you already have. Take your most recent property tax bill. Divide it by your home’s assessed value to get your own effective rate. Then set it against the 0.234 to 0.354 percent band above, and remember that the San Miguel figure applies to a cadastral value that sits below market, which widens the gap further by an amount neither we nor anyone else can currently quantify.
That exercise takes five minutes and gives you a defensible number. A borrowed statistic from a brokerage page gives you a talking point. The two are not the same thing, and the difference matters when the sum involved is the price of a house.

San Miguel de Allende's municipal property tax is called predial and is set by the municipal revenue law each year. For urban property with buildings, the 2026 tariff runs from 0.234 percent to 0.354 percent, applied on a marginal basis to the property's cadastral value rather than its market price. Worked from the statute, a cadastral value of two million pesos produces about 5,950 pesos a year, five million pesos produces about 16,570 pesos, and ten million pesos produces about 34,270 pesos. Is predial charged on the price I paid or on a different value?
On a different value. Predial in San Miguel de Allende is charged on the valor fiscal, or cadastral value, held in the municipal cadastral records, not on the price you paid. Cadastral values in Mexico commonly sit well below market value, which is why the effective burden against a purchase price is lower than the headline rate suggests. The only federal charge is a one-time filing with the Secretaría de Relaciones Exteriores, the convenio de renuncia, whose 2026 statutory fee is 5,252.02 pesos under Article 25 fracción XV of the Ley Federal de Derechos, payable rounded to 5,250 pesos. A coastal buyer instead pays 21,648.83 pesos for the permit to constitute the trust, plus a bank set-up charge and an annual trustee fee that recurs for as long as the property is held.
Why would predial be higher on a vacant lot than on a house in San Miguel de Allende?
Because the 2026 municipal revenue law taxes unbuilt land at roughly double the built-property rate. Urban and suburban land without buildings is charged a flat rate on fiscal value that rises with lot size, from 0.438 percent for lots up to 1,000 square metres to 0.705 percent for lots above 9,000 square metres. The same table applies to any property with less than 5 percent of its land area built on, so a large parcel with a small casita on it can be taxed at the vacant-land rate. This is rarely mentioned in buyer guidance and matters most on the larger lots outside the historic centre.
What are the other annual costs of owning a home in San Miguel de Allende?
